Il aura donc fallu que François Hollande se retire de la course à la présidentielle pour que le chômage accélère enfin sa décrue. Le nombre d’inscrits à Pôle emploi (en catégorie A) a diminué de 31.800 personnes en France métropolitaine en novembre. Cela représente une baisse de 0,9% sur un mois, de 3,1% sur les trois derniers mois et de 3,4% sur un an. Pas vraiment de quoi redorer le bilan hollandais. D’autant que les chiffres sont « boostés » par des initiatives de court terme : contrats aidés, plan de formations, prime à l’embauche… Mais de quoi justifier le maintien – et l’amplification – de la politique de soutien à la compétitivité. Comme l’avaient prévenu les économistes, la politique de l’offre initiée par le chef de l’Etat ne pouvait qu’avoir des effets progressifs et sur longue période. C’est ce qui est en train de se passer. Les créations d’emplois repartent depuis un an, et le nombre de chômeurs recule désormais de 12. 000 par mois en moyenne depuis le 1er janvier. Reste à savoir si le potentiel de croissance actuel de l’économie française - un rythme de 1 à 1,5 % par an - permettra de faire beaucoup mieux à l’avenir. Même l’Insee en doutait dans sa dernière note de conjoncture.
